CA Commerical Manufacturing License Information

The California Department of Public Health (CDPH) is now accepting applications for commercial cannabis manufacturing. Interested parties can submit their temporary license application by email or mail to the Manufactured Cannabis Safety Branch (MCSB), with a copy of their local authorization. Reviews of these applications will begin immediately.

In addition, MCSB’s emergency regulations were approved and are now effective. The regulations outline requirements for cannabis manufacturers to ensure safety of the workplace and product, and informative labeling. MCSB is hosting licensing training sessions throughout the state to assist applicants in better understanding the regulatory requirements and license application process, and to answer commonly asked questions.

Temporary License Application
MCSB’s temporary license application is a one-page form that can be submitted by mail or email. Applicants must include a copy of their local authorization. Licenses will be issued as soon as they are approved with effective dates beginning January 1, 2018. No license will be effective prior to this date. Once issued, these licenses will be valid for 120 days and may be extended for additional periods of 90 days, if the business has submitted a complete annual license application.

Annual License Application
The Manufactured Cannabis Licensing System (MCLS), for annual license applications is also live. This application will require information on the business, owners and financial interest holders, and operating premises, as well as descriptions of procedures for waste disposal, inventory and quality control, transportation and security. Applicants must be in compliance with city or county ordinances. Once issued, annual licenses will be valid for one year.
