Most of these licenses are owned by just a few people. California made it really difficult to tell what is going on by holding off on large licenses but allowing companies to stack small licenses.

I certainly don’t have a definitive answer to that question, but I have found a huge number of people associated with the Van Wingerden family when researching the names on licenses.
