Almost. There is a debate currently on when is the best time to harvest. When most of the crown hairs turn color it’s probably ready.

As you can see in the picture you provided that most of the trichomes are still clear. When they turn milky and the crown hairs (pistils) turn color, then it’s supposed to be ready.
