Not necessarily, just does not look happy, something is not right, soil looks a bit dry, and leaves look a bit yellow and curled. Plants do need a bit of time to bounce back after transplanting.
Definitely looks way too small to have been transplanting next time started in a Solo cup and let it go till it out grows the cup but then transplant it will make it much easier and the plant will like it much more when the plants are that small the roots are very delicate could have possibly damaged some roots
Well I’m just guessing that if you transplanted something that small, it really didn’t like it. And there is NO reason to transplant at that stage. You need to wait until a seedling gets like 3-4 nodes before you transplant.
