Unfortunately there’s no allowance for home growing. You can only purchase from an expensary. According to @dbrn32

Ya, typical Illinois politics. They realized they would lose out on tax money if people were able to grow at home. Overlooked the possibility of hydro store in every town and creating another 10,000 jobs.
