Does the “experience” need a certification, or you present a placement test for job seeker?
I wouldn’t say there is a “system” necessarily. You would need to move to the states first…
To the best of my knowledge you don’t need a certification for the state of California.

Honestly it probably depends on the state. Some states require a state issued permit to work in the industry. In order to get that state issued permit, you need to be a resident.
