Some of the older thread get comments/replies locked if there hasn’t been any activity for long time but they can be bumped to the top of the list once a year or so which makes them look new.
Someone might be able to explain it better than me. Sort of like a closed thread but we can still read them just not comment

If it is a thread that is archived here is an easy way to spot them:
You will see the green forum logo on the activity menu screen.
Or check the dates of the posts.

Sometimes they will get boosted and commented on before getting locked
