We can hope. I haven’t yet heard any analysis of how likely this is to pass.
Right now ('16-'18), the ball is in the GOP’s court. They have simple majorities in the House and Senate. If they wanted to pass it, they could easily get Dems to come along. That said, if the GOP isn’t interested… then this bill will go nowhere.
