I’ve installed Lux Light Meter on phone. I know its different readings and there is formula to get correct readings.
Ok the lux meter read 15000. I’m not sure what exactly that means.
Those phone apps aren’t good. Not even close. Get a voltage clamp and use it when.your light is on. However I think it said 15-45 watts total.
LED manufacturers are less then honest
Number one thing is to look for actual wattage pull from the wall. Equivalent wattages mean nothing.
Also stay away from epistar or epiled these are horrid diodes.
Make sure you have quality drivers. Mean well or nothing.
The diodes you want are McCree

That’s what I see also, definitely not enough light when you were actually worried you had too much. It looks like that light mentioned is primarily for seedlings and you can get it as close as 6-10 inches.
It’s basically the same light I had before @MK3_Pharms sent me 1 of his. I had 3 of those and I could get flowers with them. Just nothing worthy of fame. 3 of those in a 3’x6’ tent will give you some small buds and a lot of larf… With plenty of attention and nutrients and training and effort… you can achieve something worth smoking. But with the Mars Hydro 1000W that @MK3_Pharms sent me, I could finally achieve some decent and potent buds. It doubled my yield with barely a hiccup…

Basic rule of thumb I was taught is that you find your square footage which is 4 X 4.5 = 18 and then for GOOD LEDs you can use 35 watts per sq. ft. Which is 630 watts, or 50 watts of HID lighting which is 900 watts, so you are definitely under powered.

I use my t5s for seedlings. Clones. Early veg. That’s it.
You could grow one nice, small plant with that light. It’ll do about 1ft² with good quality that should get you over an once dried.
Ya I’m beginning to understand that. Lol. I already have 3 in flower and 2 seedlings 2 about. 2more in veg and 4 clones.
I forgot I have 2 of those. Then the “plant light” in that 4x4.5 space.
Understanding PAR,PPFD,LUX,Lumens etc is a big thing. Manufacturers take advantage of consumers who dont understand these terms. Any grow light that advertises in lux or lumens. RUN as fast as you can.

Would it help if I could set them outside on nice days. Mild weather most of the time. What temp would be ok , flowering? Plenty of sunny areas.

You can. But it could invite pests. If your growing inside. Just keep them there. Safer many ways over
